Water is Flowing Through New Collins Park Treatment Plant Basins
On March 3, 2020, water began flowing through the new basins at Collins Park Water Treatment Plant in Toledo, Ohio. Mosser was the general contractor on the project and self-performed many portions of the work such as sitework, concrete, masonry, yard and mechanical piping, equipment installation, and general carpentry. The improvement project added an additional 40 million gallons/day capacity to the plant, therefore increasing its capacity to 140 million gallons per day. The Collins Park Water Treatment Plant began its operations in 1941, pumping 80 gallons per day.
Aware that this was a project with complex requirements, the team was ready to take on the challenges it presented. This included pouring over 17,000 CY of concrete that was comprised of many complicated wall pours as well as multiple equipment startups requiring close coordination with the manufacturer, the City of Toledo and SCADA (supervisory control and data acquisition) Engineers, and an overall tight schedule. Having continual and effective communication and planning between Mosser, subcontractors and owner turned these seemingly large hurdles into minor details.
Mosser was required to complete a 30-day operational demonstration or have the plant capable of producing water prior to the substantial completion date on April 16, 2020. Having met that date, remaining work on the project includes exterior masonry, the construction of an asphalt road, and ceiling, painting, and miscellaneous carpentry within the facility. The project is on schedule to be completed by October 2020. However, Mosser’s work to improve the treatment plant is not over; in March 2020, Mosser partnered with Kokosing Construction Co. to complete the Filter & Pipe Gallery Improvements project. This new project is scheduled for completion in 2023.
